11.9 Holy Wars

At times conflicts between the Divine or their mortal followers cannot be settled via diplomatic means. It is those times when Orders may declare war on one another. While the declaration of holy war is reserved to the most influential members of an Order, its effects will be felt by all, even members of the Congregation.

The commands associated with Holy War:

HOLYWAR DECLARE <order>
HOLYWAR SURRENDER
HOLYWAR STATUS

Declaring
------------------
After declaring a Holy War, both Orders will have a grace period of roughly one week (it is randomized, make sure to check HOLYWAR STATUS) in which they will be able to erect new shrines or monuments, repair harmed ones, or gather shrine energy for the up coming battles.

The shrines of both Orders cannot be harmed during this time. Open PK is also not allowed during this period.

Once a week has passed, the battle begins. Both Orders will fight to achieve victory, while attempting to prevent the other. While only members within the opposing Orders may contribute towards a victory, Congregation members will be able to assist in protecting their Ordermates as they battle for success.

Victory
------------------
Victory can be decided in three different ways, you can gain points in any victory type concurrently with others. Only Order members can help work towards a victory.

Shrine victory:
Victory is decided when the Master Shrine is completely defiled, but this cannot be done until 75% of the enemies shrines have been destroyed.

Shrines in houses, buildings, cities, sewers, instances, havens, wings rooms, or off the Prime plane will not count towards this total.

Offering victory:
Victory can be achieved if you raise 3,000,000 shrine energy from once the Holy War officially begins. Once you have raised enough shrine energy, you must be at least 30% ahead of your enemies raised total in order to secure the victory.

Even if your shrine energy is maxed out, anything you offer will still contribute to this victory.

Only denizens slain by your own hand will count towards this total. Others will not be able to offer for you.

Slayer victory:
This victory can be earned if you manage to slay members of the opposing Order at least 25 times. Each death will only count towards the total once per in-game quarter day (one hour IRL).

This victory type is slanted in favour of smaller Orders up against a bigger one!

Draw
------------------
If two seasons pass without a victor, then the Holy War will be decided by who has lost the most shrines thus far. If both Orders have the same amount of shrines lost, then the winner is the Order who declared the war.

Surrender
------------------
Sometimes it is best to throw in the towel if you know you have no chance of succeeding. Be wary however; in doing so 75% of your shrines will be destroyed along with all monuments your Order has.

Spoils of War
------------------
The victor of a Holy War will be awarded 15% of the shrine energy from the defeated Order. Additionally, the winner will obtain 100,000 shrine energy for each shrine they have destroyed, and the loser will lose 100,000 shrine energy for each shrine they lost. On top of this, the public will be notified of the ending result on the politics news board for anyone to see.

It's worth noting that Holy Wars are often more costly than they are rewarding. The declaration of Holy War should be saved for serious offenses against your Order.

Aftermath
------------------
After a Holy War has ended, both Orders will enter a cool-down period. When in this cool-down period, they can neither declare, nor be declared upon. The cool-down period lasts for one Aetolian season.
