10.2.1 Divine Advisory

The Divine Advisory of a city is composed of any Divine who possesses at least four active Order members who are part of the citizenry, or is the patron of one of the city's guild. They have the ability to commune with the city via the city channel and the ability to weigh in on topics of interest within the city.

Conversely the Patron of a city is selected by the city leader, and has no such requirements. They are generally seen as the main figurehead Divine of the city, and are responsible for selecting the Cardinal.
