To the former Empire of Bloodloch,

The Fifth law of Dragonkind as decreed by the First Dragon is that a Dragon honors its word and its promises. In accordance with such principles, the Dragon of the North, in conjunction with the Hammer of Dawn, has found the formerly recognized citystate of Bloodloch wanting in this regard.

As such, after deliberation and in sanction for its dishonorable and egregious violation of intercitystate treaty, Spinesreach, the Dragon of the North, declares as follows:

o The Dragon of the North shall no longer recognize what once was Bloodloch as a formal citystate. What was formerly known as Bloodloch is now simply the Territory of Nalalsa - the land of worms.

o The Dragon of the North shall no longer negotiate with the Territory of Nalalsa for any purpose.

o Citizens of the Territory of Nalalsa shall no longer be permitted to shop within the Dragon of the North.

o The one known as "Tyrant", Asaraii, and her "Warmaster" Borminchia shall be permanent enemies of the Dragon of the North.

o This sanction shall continue until Asaraii and Borminchia are removed from all positions of power and appropriate reparations are made to the Dragon of the North for the Territory of Nalalsa's deceptive and treacherous behavior.

May it be understood that the Dragon of the North sought to negotiate with the once citystate of Bloodloch in good faith. Foolish as it may have been, it will not make the same mistake a second time.
