Fellers,

The gates of the Beacon stand open - any man, woman, or child who is not an enemy to the city may seek shelter from the farce of these 'tests' within our walls. Leave your homes, I urge you, and do not fall prey to the lies being spewed from the north. These are not tests. They are -draining- you, and using what they collect to strengthen the Manipulator. To 'heal' Him, they claim.

Do not give to them. Do not give in. We are searching for options, fellers. Until then, there is safety in numbers. Outside, you are weak. Inside, you are safer. As safe as anywhere in the lands can be, in these troubled times.

Let it be known also that the Beacon will issue bounties for any acts of aggression related to these assaults, or any attacks made under the guise of this shadow plague business. I'm just about done listening to fellers complain about it - keep your charms to yourself, keep your lies to yourself, and you won't be hunted. There is a period at the end of that sentence.
