To the Sentinels,

If you do not wish for "innocent" Sentinel lives to be seized by our
hands in this conflict, then please send a list of all known Sentinel
noncombatants to the Dark Mistress immediately. If more pacifists need
to be added to this list after it has been received, then you may also
send messengers out to her with the additional names. No Sentinel on
that list shall be hunted and killed unless, of course, they possess the
courage to involve themselves in this conflict.

Let it be known that any noncombatant seen following or present in a
location where a battle with Sentinel combatants is taking place will be
considered hostile and slain on sight. Any noncombatant who decides to
take arms and assists a combatant with traps or attacking will be
labeled a combatant and actively hunted for the remainder of this war.
