As it seems there is some confusion about raiding, let me lay out some
guidelines.

- You can raid whenever you want.

- You can kill city mobs all day long, I do not care.

- You can kill players who fight back or you already have some kind
of legitimate reason to kill. Keep in mind, attacking a raider
will give them plenty of reason to kill you later.

- You cannot kill whoever you want in a raid. In particular, this
includes random citizens.

I have no problem pacifying, shrubbing, or otherwise punishing people
who think they can just randomly kill people in a raid or otherwise come
up with lame reasons for killing other players.
