There were a couple minor issues with the way Qeddwyn was handling
information about artifact powers.

-There are a number of powers that exist on certain artifacts but can't
be enchanted onto others. A sword with the embroidery power, for
instance, wouldn't make sense. Qeddwyn no longer lists these non-addable
powers when asked about artifact powers. They are still available on the
artifacts for sale in his shop though.

-Some multi-leveled artifact powers could not be upgraded to higher
levels. This is now fixed.
