10.4.1.2 Treaties
Vast works of study have been devoted to the gentle yet ferocious art of diplomacy. Bloody and terrible wars have been fought, and avoided entirely, because of it. In the right hands, diplomacy can be the most fearsome weapon imaginable. In the wrong hands, it can spell the doom of a civilization.
In Aetolia, the formal part of any diplomatic exchange is known as a treaty. The treaty system is a way of maintaining treaties between cities, guilds, clans and orders. A treaty is a formal agreement between two organizations, where certain terms can be enforced by the game.
TREATY STATUS

There are seven different states a treaty can have, which affects what
can be done with them.
* Draft
- Draft treaties are what the name implies.
- Draft treaties can be deleted, edited and approved.
* Inactive
- An inactive treaty is a treaty that has been signed and approved.
- Inactive treaties can be deleted or offered to an organization.
* Pending
- A pending treaty is a treaty that has been offered to an organization
and is awaiting a response.
- Pending treaties can be accepted or rejected.
* Active
- An active treaty is a treaty considered to be currently in effect.
- Active treaties can be voided.
* Rejected
- A rejected treaty is a treaty that was offered but rejected by the
other organization.
- Rejected treaties will be automatically archived after 5 days.
* Voided
- A voided treaty is a treaty that was in effect, but one of the
organizations decided to cancel it.
- Voided treaties will be automatically archived after 5 days.
* Archived
- Archived treaties are an organization's past treaties.
- Archived treaties can be deleted.
Treaty Commands
---------------
There are three ranks to the commands for interacting with treaties.
Rank 1: Anyone in the organization can use these commands.
Rank 2: People with the Ambassador priv, or guild secretaries can use these.
Rank 3: Only the organization's leader, or an orderhead, can use these.
Please note that any of the following commands can have CITY substituted with CLAN, ORDER or GUILD.
Rank 1 Commands

CITY TREATY LIST [status]
- List all the treaties your organization has. Archived treaties are
hidden until you specify to see them.
Note: A yellow * indicates that this treaty is one that you offered to
another organization.
CITY TREATY <#> SHOW
- Show a particular treaty's details.
CITY TREATY <#> SCRIBE COPY
- Obtain a physical copy of the treaty for 500 gold. Must be in a
library owned by your organization.

- Creates a new draft treaty.
CITY TREATY <#> TITLE <title>
- Set the title of a draft treaty.
CITY TREATY <#> WRITE
- Write the details of a draft treaty. The bulk of what this
treaty is about and what happens should be written here.
CITY TREATY <#> ADD <organization>
- Which organization are you going to offer this treaty to?
CITY TREATY <#> REMOVE <organization>
- Remove the organization you are offering this to for a different one.
CITY TREATY <#> DURATION <in-game weeks>
- (Optional) Draft a duration limit upon the treaty, which once expired
will automatically dissolve the treaty by mutual agreement.
CITY TREATY <#> PROPOSE <term>
- (Optional) Have your organization execute an action when the
treaty is formally ratified. Use the term CLEAR to clear it.
- You may only have one relationship forming treaty at a time
between two organizations.
Relation terms:
ALLIANCE : (City only) A formal alliance in which
you will share supply lines and do not
blockade each others troops or
caravans. If voided, both cities
will enter a state of turmoil where
they cannot declare war or condemn
each other for three weeks.
PEACE : (City only) An agreement of peace.
This will bring an end to war, but
with some additional functionality
over a ceasefire. Caravans cannot be
blockaded, but troops can be. If
voided, both cities will enter a
state of turmoil where they cannot
declare war or condemn each each
other for three IRL days.
CEASEFIRE : (City only) An agreement to a
cessation of hostilities. This will
bring an end to war on the most
plain of terms.
SURRENDER : (City only) You surrender control of
your armies. You will not be able to
order them, nor will you be able to
execute war actions.
Action terms:
SUPPORT : (Guild only) Can only be offered to the
city the guild calls home. This will
reduce ylem upkeep in the city while the
treaty is active.
OPEN TRADE : (City only) You can offer open trade to
another organization, granting their
members to the ability to purchase/sell
commodities at citizen prices.
OPEN PRODUCTION : (City only) You can offer open production
to an organization, granting its members
the ability to process raw resources into
commodities at citizen prices.
PENALTY <gold amount> : (Between cities only) Propose a penalty
when the treaty is voided. Once the
treaty is signed, the gold will be taken
as a bond by the Iron Bank from the
Ambassador. If the treaty is voided,
the gold is transferred to the other
party. Mutually dissolving the treaty will
avoid the penalty.
TRIBUTE <gold amount> : (War time only) Offer a tribute of gold
from your coffers. The gold will be taken
from the Ambassador's ministry.
COMMODITY <type> <amount> : (War time only) Offer commodities to be
withdrawn from the quartermaster as a
gift.
RESTITUTION : (Between cities only) When the treaty
is voided or dissolved, all base
territory occupied by your city will
be returned to the other party as a
gesture of sincerity. This action
will not occur if the treaty is
voided by the party who seeks the
territory to be returned.
TERRITORY <area> : (Between cities only) Grant occupation
over a territory that you hold to the
other party without inciting war.
Troops from the opposite party must be
positioned within the territory, or
they will eventually be repelled, unless
the territory originally belonged to
them.
OCCUPATION <person> : (City only) You will offer the position of
Occupation-General to an opposing party,
providing that the chosen individual is a
citizen of that party. When signed, the
Occupation-General will have a number of
powers in your city, which can be found
under HELP OCCUPATION. You must include
a relation term alongside this to be
valid.
ALLY <person> : You will offer to remove the specified
person's enemy status.
ENEMY <person> : You will declare the specified person an
enemy of your organization.
IMMUNITY <person> : You will offer diplomatic immunity to the
person in question. It will not be possible
to enemy them to your organization until
the treaty is broken.
CITY TREATY <#> DEMAND <term>
- (Optional) Much like proposing to execute an action, you can
demand an action from the opposite party. Use the term CLEAR
to clear it.
- Only the following terms are available as a demand: Surrender,
Support, Ally, Enemy, Immunity, Open Trade, Open Production,
Penalty, Tribute, Commodity, Restitution, and Territory.
CITY TREATY <#> OFFER
- Offer an inactive treaty to the opposite party for approval.
CITY TREATY <#> DELETE
- Delete a draft, inactive or archived treaty.

- Adds your signature to a draft treaty, approving it for use.
CITY TREATY <#> REJECT
- Reject a treaty that has been offered to your organization.
CITY TREATY <#> DISSOLVE
- Express your intent to amicably dissolve an active treaty. The
other party must do the same to finalize it.
CITY TREATY <#> VOID
- Immediately void a treaty you have with another organization.
CITY TREATY <#> ACCEPT
- Adds your signature to an offered treaty, accepting its terms.
