In accordance with the long history of decisions made by your city-state, it is the will of the Free City of Delve that we sever all diplomatic relations and proceed with the full closure and repurposing of your embassy. Though you chose to work with the detestable and tyrannical overlords of Drakkenmont, we made the decision to set aside this brash and foolish move and look to the future after your willingness to involve yourself in the continued success of the Resistance's war efforts. Instead of working with the full understanding that our positive ties were tenuous at best, you have once more decided to diverge from us and our purpose - this time by reverse engineering our own technology in spite of our political agreement.
While the Council of Five deliberates on further consequence and sanctions, it is our earnest intent to ensure that the information you possess not fall in other hands - there are, after all, several fringe organisations within your realm that harbour naught but ill will against us. For this reason, we formally demand that you hand over any and all research materials used in the process of your development of amateurish ylemtech. If you are willing to do this, we will accept an amicable parting of ways that will allow your citizens continued passage through our streets and safe spaces.
In addition, we wish to make clear our unwillingness to enter negotiation of a formal treaty or agreement after you chose to appropriate our property for the furtherance of your own diplomatic gain. Until you repossess our equipment from the Undercity of Djeir and return it to our possession, we shall impose a toll of five-thousand gold upon any usage of our portal technology and all merchants under our purview are hereby ordered to charge an increased tax rate when doing business with any of your citizens as individuals or with the city-state as a whole.
Any further deceptions will not be tolerated and will surely increase the likelihood and harshness of any and all future sanctions.
