Let it be known that the Empire allows Haernites, Ex-Omeians, Dharites and whatever else crawls out of the woods to shop in our caverns unless, of course, they're already an enemy for other reasons.

Those visiting will be directed with friendly, fang-filled smiles to shops with wares for purchase so that they might cover all those dirt-smeared nethers in styles unrivaled. I even have loincloths, but pretty ones.
