Your stupidity and lack of understanding

I'm going to be QUITE blunt here since you seem to lack even the most basic understanding and situational awareness. So I'll use simple words for you.
Your insistence on your brother being a martyr and a victim only makes you look like a fool. Really. All that posturing and inviting everyone in Duiran and Enorian to come fight him, and then complaining about not being able to hide out in a city diametrically opposed to the very skills he possesses and has been using against Duiran and Enorian, and even aided those of Shadow with those very skills?
There is a VERY big difference between 'sitting with people in Bloodloch' or even Spinesreach and 'stirring up trouble and hiding out in Bloodloch or Spinesreach'. As far as I'm aware, every city has laws protecting their citizens against threats, but most of the time those laws don't extend to outsiders who try to hide behind a city's walls thinking its citizens will come to their aid.
Actions have consequences, and when you send out an open challenge for people to fight you, you're going to get people coming to collect. And if you're expecting a 'fair' fight? There's something to be said about pragmatism. I mean, really. Again, you challenge all the fighters of two cities. What are you expecting?
You really don't seem to grasp how things work, Tybereus, but then again, I'm not surprised. This isn't the first time you've made an utterly boneheaded decision lacking in foresight.
