Racetrack and Law Updates

Greetings,
On behalf of the Council of Duiran, I would like to inform the realm that we have recently come into possession of a new racetrack - one for your small animals to run around in. You can gamble within it on gold, placing bets on existing or your own creatures. The racetrack is located at coorindates 64296 on your map, should you wish to take part in the rush that is gambling.
Now, this does not come with a welcoming party for those of the Shadow knowledge. And with this, I'd like to clarify that our laws have been formally updated so that there can be no question on our stance and status in regards to those persons or what the wilds is. Here are the bits those of Spinesreach, Bloodloch, or related rogues should know:
1. You may enter our Council. You are provided with no protection against people who may attack you.
2. Do not expect us to be friendly to you just because you are visiting and do not be surprised if you run into friction with our citizenry or guards. We do not trust you. We will never trust you.
3. You are not to use your Shadow knowledge, whatsoever, within our home. This does not include the knowledge of the Syssin. Should you do so, you will be swiftly branded an enemy for your attempts to corrupt the Heartwood and will find yourself finding an end to your visit by bloodshed. Should you have to ask if your knowledge, your capabilities, are allowed to be used - you should just assume the answer is no and not use them.
Does this mean that you can chase and slay your enemies within our walls? As long as they are not an ally of ours, or a citizen of Duiran, then the answer is yes. However, stick to the ways of a Monk, Shapeshifter, Syssin, or Wayfarer to do so or find yourself falling right into the lines of point three in the above list.
Should there be questions on this, you may speak to me.
