For too long have the living citizens of My realm attacked the great
Citadel of Ciem. General Kroz, our southwestern ally, has held his own
with only minor help. However, no longer will Yaotl's raiders be
tolerated in his dominion. A solution has been sitting under My very
nose for quite some time.

Citizens of Enorian, fear not, you have served some use in your
lifetimes. The continued bountying of those in your territory has
inspired Me to action. Until such time as you forfeit your laws of
protection over the villages of Arbothia and Torston, I see no reason to
allow you to proceed in a similar manner against Bloodloch's
territories.

Henceforth all people entering Ciem who are determined to be a threat to
the Citadel will now carry a bounty from the City of Bloodloch, provided
they are not slain immediately.
