Updated the changelog system.

The updates allow us to format the entries slightly better, allowing us to use them in place of announce posts.

Also updated the outline of CHANGELOG so that it uses the date an entry was made, instead of how many days ago.

Also updated CHANGELOG # and CHANGELOG NEXT to be slightly more informative.
