Added a new config: CONFIG ONLINE_MESSAGES <ON|OFF>

This will cause system messages that go to your output when you're online to instead go both to your output and your message inbox. An example of this is item decay messages. If you were offline, it'd go to your message box. If you were online, it'd go to your output. With this config, it'll go to both.
