Bug fixes:

- Holocaust and Singularity now have a dispersion message when the
caster dies.
- Xenophage and Golgotha will consume pacts once more.
- Xenophage can no longer be summoned in any arena, not just the
Delos arena.
- You can now PACT DISSOLVE <entity> to dissolve a pact.
- Golgotha now gives the appropriate amount of pacts when dominated.
- Edible items with no taste no longer produce an empty newline.
- You can now use the FLAIL emote again, hooray!
- Focus balance now recovers immediately as you receive the message.
- Mobtells will now respect prefixing for tells.
- Quickshoot cooldown's timer is now a lot more precise, measuring
csecs instead of seconds.
