[FIX] The Chiav trainers in Spinesreach and Bloodloch should no longer
be stuck in inactive states and should be resetting properly.

[ADD] Added owner recognition to the Chiav trainers; it should no longer
be possible to hijack someone else's training session.

[FIX] The quest 'Report to the Queen' is now available regardless of
language barriers.

[ADD] The Overlord Sceptres for Bloodloch can now be assigned by
speaking to the vampire in the throneroom (cityleader only).
