Various quest improvements:

- There is now a prompt within each individual quest description for
abandoning a current quest.

- CONFIG QUESTS_ALERT ON | OFF - This addition will give you an alert
when you enter a room with a mobile who has a quest you have not yet
completed. Please note that this still only works for mobiles who have
been upgraded to the new quest/dialogue system.

- Most major NPCs and questlines in Duiran and Enorian have been brought
up to date with this system (huzzah!). Delos, Spinesreach and Bloodloch
are in the process of being converted.

- As always, please BUG anything that may have broken as a result!
