More squad changes:

-Buffed up the effect of the Severn empowerment; it should now be a bit more useful in squad fights.
-Buffed up the effect of the Omei empowerment, so it should likewise be more useful.
-Tweaked the Haern empowerment, so it should now be working fully as intended without bugs.
