For the new rating period in the Sect of Blades, I have now implemented some code that does some rudimentary stall detection. If the match goes to a draw, and the system believes there was stalling involved then it will award the win to the person who did not stall.

It's not going to be absolutely perfect, but I feel it's a fine beginning point to test out for now. I've been letting the system gather data on the back end to get a feel for what it might consider stalling over the past couple of months.

Just note that this doesn't mean draws cannot happen. If both combatants are giving their all, then it will result in a draw like normal.
