"War time" in HELP TREATIES is now defined as while in war, and the enforced surrender status afterward. As such, you can make offers/demands using terms that require "war time" during these defined states.

You can also now offer/demand a relation term during an enforced state of surrender after winning a war, however do note if the treaty is accepted, this will become the status quo. Surrender will be no longer enforced except by the terms of the treaty, and any penalties are removed (except Aechrian Coil damage, as it needs manual repair).
