- Added the missing commands of READLOG SHOP and CITYWITHDRAW to HELP TRADE.
- Added information to HELP CULTURE that they handle the libraries and racetrack.
- Moved CITY COMM RETRACT to HELP TREASURY since its specific to them.
- Added CITY COMMS to HELP TREASURY as it is now accessible to the Treasury.
- CITY COMM MIN is now a Trade Minister only command.
- CITY COMM SELL is now available to the aides of Trade as well.
- CITY ECONSTATUS is now only accessible the Steward and Chancellor.
- The file HELP WAR has been a little better organized.
