We're experimenting with a mechanic that gives a small purpose to divisions, to try and encourage some troop vs troop conflict.
- Placing fortified troops upon a caravan route will now prevent any caravans taking that route from departing.
* If the destination city of the caravan has alliance or peace relations with the troop's city via a treaty, this effect does not occur.
* If a blockade like this occurs, a note will be made to the destination city's logs.
- Caravans blockaded from departing will attempt to depart again automatically again in 8-12 hours.
* The Trade ministry can still request immediate departure per the commands in HELP TRADE, so long as the blockade has been cleared.
- Once a caravan has departed and is enroute, it cannot be stopped by troops and only the usual caravan attack mechanics will work.
