I've added two new city militia commands:

CITY MILITIA STATUS <person>
This will show you the status of someone in the militia. It shows rank, career points, and any troops they command. Career points will likely be at zero for most, unless you have been in the militia for a long, long time.

CITY MILITIA COMMANDER <rank>
This command allows you to grant division commander privileges to those who are of a certain militia rank or higher. This bypasses the need to be an aide in the War Ministry. Only the Minister of War can set this.

You will need to choose a rank, or only the War Ministry will be able to command divisions.
