This was actually assumed to already be in place, but due to a bit of odd code, it was not.

Everyone participating in a contest for a position (except for the current holder who has been targetted) will receive a cooldown of 6 RL weeks before they may contest again for that position in that org.

For example: If I challenge Keroc for Saltlord, and Razmael joins, at the end of the election, win or lose, neither of us may challenge for Saltlord again, regardless of who holds it. We can, however, proceed to attempt to challenge for other positions.
