Farming/Production tweaks

Some tweaks to Farming/Production:

- Hemp will now yield a base amount of 2 hemp per plant harvested.

- You can now set separate taxes for each raw resource a facility can process. This is really only useful at the Clothier (for now!).
Syntax: CITY PRODUCTION TAX [resource] <CITIZEN|NONCITIZEN> <amount>
e.g. city production tax hemp citizen 20

- I've set everybody's clothier to have their existing rates on both hemp and cotton.

- Just a friendly reminder that adjusting tax rates only affects new items entering the queue. Existing items still pay the cost that was set at the time they entered the queue!
