Hi folks,

I have the following two updates to the PK rules to announce:

- During wartime, members of a city's ruling council will be considered open PK regardless of militia status.

Whilst I understand not every member of every council considers themselves to be a combatant, it's important that councils have accountability in war and this will help towards that.

- During global games that are NO PK, this will now include suspending cause of any kind for its duration.

This has typically been something of an unofficial rule, but I'm formalising it now.
