Hey guys,

I've put together a brand new bounty system for you guys to use. Make
sure you read over HELP BOUNTIES to learn how it works.

Here's a quick tl;dr for some of the changes:

* Bounties now expire after 30 RL days.
* You must register your intent to claim a bounty at the
constabulary, before you attack a target.
* You no longer need the body, a full death (no starburst, etc) is
sufficient for a claim.
* Bounties cannot be claimed if you kill someone within an arena
or open pk area (such as foci).
* You must meet HELP PK rules in order to set a bounty. Easiest
thing to do is make sure your bounty laws are outlined in HELP
LAWS <your city>. You can still make special cases, just make
sure your city roleplay justifies it.
* The person who sets a bounty is the one liable to administrative
punishment, not the claimer, if your reasoning is not sufficient.
* Old bounties have been converted over to the new system.
