All magic beneath the sky is now the sole property of the Theocracy of Spinesreach, and through the Theocracy, the property of the Great Dragon.

The practice, sale, trade, or study of magic outside the Conclaves is now forbidden and punishable by summary execution. Those who practice any art that meets any definition of magic are to abandon said practice or relocate to Spinesreach to seek residence as rellyw, so that they may one day petition the Conclaves for citizenship and become recognized as sapient beings with legal rights. If you have questions or seek clarification as to whether or not your skills qualify as magical, then you may assume that you are guilty and thereby condemned to death until you submit to the Sky's Directive.
