City guard adjustments

- During wartime only, guard bonuses for damage/resistance from low complacency are reduced by 33% for each of your city's three base territories that your city doesn't have under its control.
- The maximum number of guards your city can have now uses a moving average value. Previously the number would fluctuate instantly depending on how many rooms you had behind locked doors. Numbers should eventually equalise to a correct value over time.
- If your city has over 10% the guard limit, any excess guards will get culled at the Howling.
- ORDER GUARDS MOVE costs a small amount of equilibrium and can only move a maximum of ten guards at once.

Consider these changes a trial that we will be closely keeping an eye upon.
