Minor changes

First, war-related changes. Militia officers and members of the War and
Security Ministries may now see a complete roster of their city's
militia. All CITY MILITIA ... commands must be performed from the city
barracks now, so it's important to protect your barracks.
All conscripts may now be assigned to the command of a militia member.
From then on, only the conscript's commander and people who outrank the
commander may issue orders to that conscript, until it is reassigned.
The person assigning the conscript must be a militia officer or member
of the relevant ministry, depending on the type of conscript. Conscripts
who have not been assigned a commander may be commanded by any militia
member. Probing the conscript will reveal the name of its commander.
As most of you have probably noticed, SURVEY now displays the
commodities that a location will yield if captured. These yields are
subject to future tweaking for economic balance, so please expect that.
It should be noted that an exterminated room produces no commodities.

I've increased the maximum number of conscripts each city may own a bit.
In miscellaneous news, tailors will now find socks and stocking patterns
available in the craft shops. Woodcrafters should also notice book and
scroll diagrams available. Guild novices may no longer teach guild
skills to others. It should no longer be possible to 'knock down' a
vampire already in mist form. Various bugs have also been fixed.
