Bug fixes and changes

- Chaos hounds will now properly track and attack a target when you
ORDER HOUND TRACK (player)
- Vampires can no longer speak while feeding on another
- VIEW will no longer show you people that are stuck in blizzards
- Tree tattoo will no longer cure broken limbs, if that limb is mangled
- the skill of RESTORE will no longer cure a broken limb if it is
mangled
- SIMULTANEITY will now only open channels to elements you do not
currently have open, and it is cheaper and faster the less channels it
opens.
