i.e. CITY COMM RETRACT <amount> <comm> FROM QUARTERMASTER

* Trade Ministry is still in charge of sending commodities back to the quartermaster.
i.e. CITY COMM CONSIGN <amount> <comm> TO QUARTERMASTER

* Trade Minister aides can no longer adjust sell price of commodities - only the Minister themself and ruling council.
i.e. CITY COMM SELL <comm> FOR <amount>

* Essentially, this adds an extra level of checks and balances to comms. Keep your surplus in the quartermaster, and only put what you are willing to lose into your commodity shop.

* Divine curses can no longer drop you below Adept skillrank.
