A referendum will be held later this Aetolian month in each city,
sponsored by that city's patron. The referendum's purpose will be to
select the first member of that city's ruling council. These referenda
will continue somewhat frequently until each city has a complete ruling
council which can then elect a ruler.

A similar process will be held for guilds. If your guild does not yet
have a divine patron, discuss the matter with fellow guildmembers and
potential patrons, and decide on one. Your patron will then hold guild
referenda as above to select guild secretaries.

Once a complete leadership structure has been established in your guild
or city, your leaders may then re-evaluate the choice of divine patron
without repercussion.
