Liaison Revamp

We have exciting news today in regards to the continuing development and
evolution of combat. In an effort to increase transparency between the
administration and players, and to streamline the combat report process,
we are happy to announce that the much-coveted report process is now
publically available to all players!

In order to keep this process clean and effective, and to reduce the
workload that our poor liaisons will undoubtedly begin to suffer, there
are limitations on the number and type of reports a player may submit.
You are limited to ONE report per year, per class slot that you possess.
Additionally, you must be transcendent in a skill to submit a relative
report.

The report process itself has been revamped in the process. Once you
have submitted your report, it will be sent to our pool of liaisons for
review. Should one of the liaisons find your idea particularly
appealing, they will have the opportunity to 'advance' it for liaison
discussion. Conversely, should your idea lack feasibility or fail to
follow the proper guidelines, they may choose to 'unadvance' the report,
removing it from the active queue. Reports that have been submitted but
not advanced or those that have been unadvanced, as well as those that
have been rejected, will routinely be archived and will no longer appear
in the active pool.

Periodically, advanced reports will undergo consideration by the
administration, and a verdict will be rendered in regards to being
implemented or rejected.

You may use the LIAISON command to see a list of relevant commands for
this process, though we have outlined them below:

- LIAISON NEW <skillset> <skillname>
Creates a new report under the specified skill and ability

- LIAISON <#> PROBLEM <description>
Specifies the problem your report seeks to address. Please be as
specific as possible and provide numbers when necessary. The more
detailed you are, the more likely your report will receive attention.

- LIAISON <#> SOLUTION <#> <description>
Provides a possible solution to your described problem. Again, be as
specific as possible and provide numbers. You are not required to
provide the maximum of three solutions, though the more viable
alternatives offered, the more likely a report will be given
consideration. Do not just repeat the same solution with slight
variations in your numbers.

- LIAISON <#> SUBMIT
Submits your report for consideration by liaisons. A report will not
count toward your annual maximum until it is submitted. You cannot
delete or retract a report once submitted, so think carefully!

- LIAISON <#> COMMENT
You may comment on any of your proposed or submitted reports, though
only those which you have written.

- LIAISON <#> DELETE
If your report has not yet been submitted, you may delete it from your
records.

- REPORTS
Lists all of your current reports, their activity status, their
advancement status, and the number of reports remaining for you to
submit.

As with all idea systems, abuse (such as continually submitting reports
that fail to meet quality standards, or harassing liaisons about
decisions and advancements) will be met with punishment - including but
not limited to having your reporting ability revoked.

Given that this is a new system, certain properties are subject to
change or adjustment, so keep an eye out for changes in the changelog.
