Here are a few minor changes to the racial skills. We are still
gathering data before we make any adjustments to stat packs.

- Fixed a bug with racial and artifact health regeneration.

- I have removed the eq cost for renew/reconstitute. It now runs
on a 20 second cool down timer.

- I have changes the hide underground skill for mhun to underground
regeneration.

- I have replaced heatvision with improved sleep for the rajamala.
